Second DC Budget Vote
With a number of critical items restored, and the visionary inclusion of the District Child Tax Credit in the FY 2025 Budget legislation, let’s prepare for the Second Vote. The Second Vote on the FY 2025 Budget will be held by the DC Council during the Budget Oversight Hearing: Committee of the Whole on Wednesday, June 12th, at 11am. This hearing will mark the final vote on DC budget legislation, FY 2025 Local Budget Act of 2025. An additional hearing will take place on either June 25, July 2, or July 9 for the second vote on the FY 2025 Budget Support Act. We encourage you to attend the hearing either virtually or in-person! Budget Gets Voted on and Sent to Congress
DC Council’s Role: Following agency oversight hearings the entire DC Council takes a first votes on the Local Budget Act, the Federal Portion Budget Request Act, and the Budget Support Act. The Chair convenes the full Council for the exchange of priorities following the Committee votes. A second vote, occurs, also known as a “second reading”. A second vote is held on the Local Budget Act and the Budget Support Act— and the final budget undergoes a 30-day review before the US Congress. For its Federal Portion Budget Request Act, the Council holds only one vote. Congress then incorporates it into the federal budget.
Your continued advocacy is crucial. Continue to monitor the budget process and thank members of the Council. Remain vigilant and advocate for budget priorities throughout the Council’s voting process. DC’s Budget Laws
The Local Budget Act (LBA) sets the budget for each DC government agency and program. The LBA is limited in detail; it does not show program-by-program funding for each agency. That information is provided in companion budget documents.
The Budget Support Act (BSA) covers any modifications to the budget that require a change in law. This includes rules for eligibility for a program or rules related to a change in tax laws.
The Federal Portion Budget Request Act includes funds appropriated for the District for specific purposes, including salaries and expenses for District of Columbia Courts and for resident tuition support.
