Last Thursday, we were excited to finally hold our highly anticipated hybrid screening of the powerful film Storming Caesars Palace, which told the story of civil rights activist Ruby Duncan who led a movement of Las Vegas based mothers and other guaranteed income activists. The film showcased Duncan’s relentless pursuit of economic justice and her path from marginalization and poverty to national icon. Through protests, speeches, marches, and political activism she inspired impacted mothers and allies. We were joined by Sondra Phillips Gilbert, youngest daughter of Ruby Duncan. She shared with us stories and encouraging words urging us to continue our fight as a “movement within a movement.”

The City Council has returned from summer recess, and DCGIC hit the ground running! On Monday, DCGIC representative Melody Webb testified, along with others in the Crime Bill Coalition, in support of funding GI pilots as a gun violence prevention strategy. See the recommendations, including GI funding, of the National Institute for Criminal Justice Reform here. After a spike in homicides and gun violence, addressing violent crime will be a major priority for the Council during this legislative session. You can read about their priorities for the coming legislative session here. We’ll also be closely watching for movement on the two tax credit bills that Council Member Zachary Parker introduced last March, the District Child Tax Credit and the Financial Security for Families with Children Act. Legislative meetings occur on the first Tuesday of each month, and can be viewed online here. The Council’s full calendar is available on their website here.
In other City government news, the Tax Revision Commission has begun reviewing proposals put together by TRC staff from public input. You can view the proposals they will be considering here (they will be released in batches of 10-20 over the coming weeks). After considering all the proposals, the TRC will make final recommendations to the DC City Council by the end of 2023. You can view their review meetings online or in person.
