Centered at our October meeting was the District Child Tax Credit legislation, which is currently under review by the DC Council. That legislation is awaiting a hearing before the DC Council. We urge Council leadership to #HoldAHearing on the #DCTC!
Read below for additional details about the status of the District Child Tax Credit and the companion Financial Support for Families with Children – each of which is guaranteed income legislation.
In November, as family members begin to reconnect, help us lift even higher these pieces of legislation that could cut child poverty in the District of Columbia. These proposals are designed to strengthen the financial well-being of the lowest income families and to make the District of Columbia a more inclusive and racially just home for every child. If you have not already done so take action now: Sign our April 2023 letter urging the Council to support the DCTC and the FSFC legislation.

We marked our October 19th meeting with inspiring stories derived from our participants’ lived experience alongside data and analysis. Sharing their challenges and their hopes and vision for guaranteed income, our panelists lighted a path to the elimination of poverty. They wove together the intersecting and harmful issues that disproportionately impact women, particularly from the most marginalized Black and brown communities.
Covering topics from perinatal health to the criminal legal system to the family regulation system, more than a dozen panelists discussed guaranteed income’s potential to mitigate and prevent issues that deliver particularly harmful impact to women. Every issue discussed enlightened and every story shared was powerful. We thank our participants individually and collectively for showcasing their truths and their impactful work that will advance us toward a guaranteed income.

What’s happening with The District Child Tax Credit?
As you will recall, Councilmember Parker has introduced a child tax credit proposal, The District Child Tax Credit and a more targeted tax credit for the lowest income District residents, the Financial Support for Families with Children. Information about the two bills can be found here and here.
In the month of October, DC’s Tax Revision Commission has been in the process of reviewing all the proposals they have received. On the night of Monday, October 9th, they discussed the creation of a refundable District Child Tax Credit. There was widespread support in the commission for such a credit. You can see the full proposal they considered here and watch the video of the meeting here. Besides Councilmember Parker’s DCTC bill, the commission considered increasing the credit to $1500, creating a larger credit for younger children, and setting aside part of the credit for families to contribute to an Opportunity Account. The Commission will only discuss proposals and have not made any decisions about their final recommendations to the Council. There will be a Town Hall on November 6th at 7:00 PM (ET). We urge you join us and voice your support for the District Child Tax Credit.
